MAGISTRATE R.J. BESCH DENIED THE REQUEST DUE TO AN INCOMPLETE APPLICATION. APPARENTLY WILLEY WAS NOT ABLE TO HIRE THE DUBUQUE ATTORNEY HE WANTED TO. WILLEY REMAINS IN THE JACKSON COUNTY JAIL IN MAQUOKETA.
