GLATHA OSTERT, 87, OF CLINTON DIED YESTERDAY.   SURVIVORS INCLUDE DAUGHTER GWEN OSTERT OF MAQUOKETA.

THE CITY DOWNTOWN DECORATIONS WENT UP THIS WEEK.   EVERY LIGHT POLE IS DECORATED WITH LIGHTED GARLAND.
