PROBLEMS ASSOCIATED WITH BOTH. JACKSON IS ONE OF 12 IOWA COUNTIES IDENTIFIED AS "HIGHEST NEED" IN REGARDS TO UNDERAGE
ALCOHOL USE AND YOUTH BINGE DRINKING.
